Pcs.exe is a program file that would have been installed by yourself and would not have arrived on your pc any other way. This file is actually part of a parental monitoring or system monitoring trial software named PC Spy. PC Spy must be installed by someone, it can "not" actually arrive on your computer via hidden installs or anything like that (as spyware and adware programs do), as this software is designed to let the computer owner monitor his/her computer. This file is considered safe as it does not send data over the internet and does not affect your system performance. However if this is installed on your computer then someone that shares your computer with you has actually installed it. Also be aware that you do not confuse this with other pc spy programs, as many similiar programs use this same program name or a similiar title in attempts to fool you into thinking it is their program.
